+

+2. **Make dispatch ownership safe before increasing throughput:** implement the atomic claim/lease and expired-lease recovery model (finding 3), then add bounded concurrency (finding 8) and safely handle the ingestion nudge (finding 13). The concurrency fix explicitly depends on atomic claims. Deploy schema additions for lease owner/expiry first in a backward-compatible migration, deploy compatible workers next, and only then enable concurrent processing. During rollout, avoid mixed versions that interpret all `sending` rows as immediately retryable.
